Rapid Response Assistance for Employers

  • The Rapid Response Program is triggered by a WARN (Worker Adjustment Retraining Notification) notice and is designed to assist employers and their employees in the case of a layoff or facility closure. A Rapid Response Team, including representatives from the local One-Stop Career Center and EDD will work with company representatives and employees in advance of the layoff date to develop employment transition services and present the available resources and services.
. The Rapid Response Coordinator in your area may provide access to the following no cost resources and services:
  • An initial employer meeting to plan transition for your employees
  • Options to reduce or avoid layoffs
  • For your employees:
  • Job search resources: high speed internet access, fax machines, photocopiers, and more
  • Workshops essential for conducting a successful job search
  • Listings of current job openings and on-site employer hiring events
  • Links to training and educational funding sources
  • Trained staff to assist with career goals and objectives
  • Referrals to community services and resources
  • Stress management and debt counseling
  • Information on Unemployment Insurance and other benefits available through the Employment Development Department

U.S. DOL Worker Adjustment and Retraining Notification Act
(WARN) offers protection to workers, their families and communities by requiring employers to provide notice 60 days in advance of covered plant closings and covered mass layoffs.



Worker Adjustment and Retraining Notification (WARN) Act
The WARN Act provides protection to employees, their families, and communities by requiring employers to give affected employees written notice at least 60 days in advance of any plant closing or mass layoff. Advance notice provides employees and their families some transition time to adjust to the prospective loss of employment, to seek and obtain alternative jobs and, if necessary, to enter skill training or retraining that will allow these employees to successfully compete in the job market.
